Capital Ambition’s Performance Office is identifying areas of service across London councils where there may be performance issues, in particular, in services where London appears to be performing less well than the rest of the country. It seeks to understand the detail of these issues, and to consider what support might be appropriate to help authorities to improve. 2008 CPA Results
The Audit Commission published the latest Comprehensive Performance Assessment (CPA) results on Thursday 7 February 2008. The results show significant progress for London, with authorities in the capital performing better than ever.
London has shown significant progress, with six London authorities awarded a ‘four stars and improving strongly’ rating.
Lambeth, which has benefited from Capital Ambition funding and support, is one of the most improved authorities in the country, jumping from one to three stars.

Customer Satisfaction in London Local Government
Capital Ambition commissioned Ipsos MORI to carry out research and analysis on Customer Satisfaction in London local government. The research looked below the headline that Customer Satisfaction in London is rising, bucking the national trend. The research showed that customer satisfaction in Outer London authorities was, on average, lower than in Inner London authorities, with young suburbanites least satisfied with their area. In relation to diversity, the research revealed that customer satisfaction levels were lower in areas with a more diverse population. London Cultural Improvement Programme
Working in partnership with the Arts Council, MLA London and Sport England, Capital Ambition is delivering a programme to support improvement in the cultural services sector. Sue Thiedeman has been leading the programme and has been working closely with the Regional Cultural Improvement Group, the boroughs and the funding partners to support, promote and develop cultural services across London.
The programme, which has received further funding from Capital Ambition, aims to build on the findings of the national cultural improvement pilots and prepare the cultural sector for the new LAAs and CAA.
The programme is based on the following five work strands:
- Improve data quality and accessibility
- Improve the evidence base and measurement of impact
- Improve advocacy and marketing
- Support self improvement
- Improve efficiency and share best practice
These strands together form an effective programme which will support authorities in improving their performance in this sector.

Culture Report to Capital Ambition Board (85kb)
Earlier work was carried out to assess the performance of cultural services in London. A report on the findings was launched at the ‘Culture Connects’ conference in September 2007, run jointly with Arts Council England London, Sport England London, Museums Archives and Libraries (MLA) London and English Heritage. The research in the report indicated that:
- Library services enjoyed high levels of expenditure when benchmarked against other local authorities in England but had relatively low levels of resident satisfaction
- Parks in London had higher than average levels of expenditure and enjoyed high levels of resident satisfaction, whilst sports and leisure services had lower levels of expenditure and resident satisfaction
- There were lower levels of expenditure and customer satisfaction for the Arts.

Environment Services Performance in London
Capital Ambition commissioned RSe Consulting to carry out research on Environment Services performance in London.
The project conducted two workshops in the summer to gather data on the key trends for Environment Services performance in London, and to examine how London authorities compare with each other and with the rest of the country.
The research revealed that environment services in London are expensive, with no strong correlation between spend and performance. The report reveals a number of significant opportunities for boroughs to work together to improve these services. For a full copy of the report, please click on the link below.
